Let's step back for a moment. 75C is a perfectly fine temperature for a GPU to run at. Repasting your GPU has inherent risk of breaking the card if you don't know what you're doing. I don't think it's worth doing that.

Use some compressed air to clear out the fans/heatsink and call it a day. Maybe check on your fan config in the case.
