Prometheus XVII is the only exception I know of.

It has conductonaut though and an external liquid cooler.

So its cooling is superior to some desktops.

I'd say repaste when you need to but I wouldn't bother doing it regularly unless your temps suggest you need to. I have laptops I've thrown around for 3+ years that have the same thermals as day 1. The exception would be buying secondhand, I would definitely repaste a secondhand device
