If you bought the humble bundle it says that you get the free starter pack and the antelope valley, and this is exactly that.

you can also purchase the standard edition for the frankfurt-fulda line

u dont pay extra since AVL is from TSW4

otherwise, paying 10-14 euro's for the humble bundle is the best option, you get the Dresden-Riesa route
