afaik the physics definition of white light is "contains all wavelengths of the visible spectrum equally"
So it's basically impossible to achieve - I think they mean "becomes light that the human eye perceives as white"
Which isn't hard to do cuz humans don't actually detect the whole spectrum of visible light equally.
We have three perception peaks around red, green and blue - the rest is off-peak detection plus brain shenanigans

We can't actually differentiate between monochromatic yellow light and a specific red/green mix

So if these opposite wavelengths trigger photoreceptors in just the right way, we humans will actually perceive it as white because the receptor response is indistinguishable from white light

My PC suddenly went into a black screen, and USB devices also stopped working. I then tried restarting, still a black screen. I tried reseating the RAM sticks and testing them individually, still a black screen. I removed the graphics card and connected it to the motherboard, still the same. I disconnected all devices and cables from the motherboard, still a black screen. No LEDs on the motherboard are lit—neither CPU, DRAM, VGA, nor Boot. Does this mean the motherboard has given up? Is it normal for this to happen after just 1.5 years?

i mean i dont know much about 7700x, my last cpu was 3700x and it was never bottleneck, so at 1440p i suspect you will be fine gaming with that. most likely your bottleneck is going to be the gpu, the 9060xt isnt bad, its pretty good budget gpu, but it itll be the bottleneck.
