When I got back from vacation, after a 4 hour flight. I needed to get from Brussels to my home town by train. It took me another 4 hours. Kid you not. So from Africa to Belgium was 4 hours. From Brussels to the North of my country another 4. Every train was cancelled, or didn't ride normally. Like they only did half of the route and not to where I needed to be. I was so pissed off.

Remember that Internet is just series of tubes, and you get the speed for the slowest section.

So if the ISP has 100 customers who have been sold 1Gbit/s connection between 10Gbit/s connection from shared point to their network, that is 10x oversubscription.
And then they might have 10 of those sets behind 40Gbit/s connection, and so on.
