That 2000MHz is what AMD semi-officially says that (almost) all CPUs should be able to do, like 1800MHz was for 5000-series.
But this specific CPU cannot do it stable.
Either because it has bad silicon, or because it got hit by the VSOC debacle and is degrading.
As the FCLK/IF speed is what drops first as the IO-die degrades, until the stable FCLK drops below default and the system cannot boot anymore, or the IOD shorts completely.

Because Letterdief had missed me saying couple of times to upgrade the MBs BIOS version before installing the CPU.
And the latest BIOS also set pretty high VSOC even without RAM being on high frequency, by default again.

#

So it might have gotten the damaging dose before the BIOS was updated with CPU installed.
And is now slowly dying from that.

At least Asus actually used sane defaults at AMD stock when you didn't touch RAM settings.
But ASRock seemed to set things like Asus would when you enable 6000MT/s RAM.

And for that, both used 1.35V VSOC back before the issue was known.

So if the early ASRock BIOSes did same as the current one did (too high settings on Auto / BIOS Defaults), then the CPU got burned with the initial damage.

Mine got the 1.35V VSOC for 15-30 minutes.
I had installed the CPU, installed OS & HWiNFO etc.
Then set the RAM to 6000MT/s and went into OS to intentionally check for too high auto voltages, and spotted that VSOC, went back to BIOS after making notes of all the voltages, and changed it down.
But the CPU still started dying in fast order.
Could do 2100MHz FCLK when new, when I RMAd it it couldn't do 1933MHz without reboots from uncorrected IF ECC faults.

Asus just had another fault in their firmware that they didn't have pre-boot VRM current limits, so when the CPU was already dead and shorted in the IO-die, the MB would feed 300+A into that short, and burn the die, the substrate and the socket.

AMD thought that up to 1.40V VSOC was safe, and communicated that to all the MB makers.
Who then used 1.35V VSOC as default when you set RAM higher than AMD stock.
And that caused damage to the IO-dies in actuality.
And now the absolute limit is 1.30V and 1.25V is used by default by MB makers.

hm.. that might not be good. my monitor flashes constantly, and there's color bands/fuzz across the screen.. then it stops after the computer has been awake for 10 seconds or so

it looks like either hardware failure, it works when it heats up, or hdmi cable for just about the same reason or another strange reason it'll start working fine. I'm not sure of the brand of cable, it's an old 10 or maybe more. and I'm asking 4k @ 60 out of it.

Should've got a amazon's basic 6' would've been plenty long enough. I think LTT's test showed those were surprisingly good.

Because cables that just say "up to X resolution & refresh rate", or "HDMI x.x" can be anything.
HDMI only has four cable levels:
Standard Speed.
High Speed.
Premium High Speed.
Ultra High Speed.

And first three ones have that "with Ethernet" subvariant that connects one extra pin, that is needed for Audio Return Channel too.
