No those are locked behind two different masteries.

every skill has added damage effectiveness amounts, so +25 damage might give 30 or 20 damage, and if you already have like 900% increased damage, 100% increased damage will only give a 10% damage boost, etc. You can't just make an assessment based on 2 stats without knowing basically everything about your character

In my unoptimized testing offline with random gear I had in stash I was able to hit 1m on dummy with just hit

From what i can see, baseline stats to get in high levels to be tanky is recommended 100 crit avoid, capped res, capped endurance%, and as much life/ehp as you can manage. Past that, stack some armor and your individual classes survival abilities ie dusk shrouds/glancing blows, flame ward, etc.
