Shader stutters only happen when the shaders are missing, so eventually resolves itself over time (unless you have a size-restricted shader cache somehow). But if you have density related rendering performance (lots of particle effects or monsters) in certain situations like Blight, then it's worth a try.

And no, I actually don't expect PoE2 will have precompiled shaders because I think it's still the same game engine lol

Your Phys Max Hit is too low, your Chaos Max Hit is much higher than it needs to be.

Almost all chaos damage in the game is balanced around players having basically 0% chaos resistance.

Also seems like you have no recovery?

Recovery is extremely important for almost every build.

You should probably not be using Eldritch Battery right now.

You should be using Energy Shield as your "life" and then using the energy shield leech nodes for recovery

Occultist also has strong ascendency nodes for Energy Shield recovery

You can switch to Mind Over Matter + Eldritch Battery later on, but I think right now you are better off using Energy Shield normally.

I don't know much about Hexblast builds tbh, but if you need/want to use Blasphemy, that's fine, you can just invest in mana reservation efficiency. Your mana regeneration is very very low right now as well.

The problem is that witch early to mid game must use energy shield for defense unless you have better gear. Passive tree near witch has almost no life nodes, no life regeneration nodes, only mana and energy shield. That means early to mid game Energy Shield is one of your biggest defenses as a witch.

With such low Phys Max Hit, you are going to probably get one shot very frequently, and even if you survive, you have no regeneration or leech and you must always rely on flasks which can run out.

It doesn't matter how you solve these problems, but they are big problems. Your defenses against physical damage is too low and you have no ability to recover from damage except for flasks. These are big problems that will make it impossible for you to progress.

Your access to the game is tied to your PoE account. If you have a PC "license" for PoE2, then you can redeem a key for any other supported PC platform like Steam, Epic etc. The key itself isn't what gives you access, so simply having the game in your Steam library doesn't mean you can play, you still have to have access through your PoE account.

Linux support tends to come for free these days through Proton. Almost nobody actually makes Linux native game clients anymore.

Yeah, official PC wireless functionality is limited to Edge unless they changed that recently. If you're able to play wirelessly without an Edge controller, it's either because Sony recently changed their support (like very recently) or you are playing through Steam's own driver support or the game's support through Sony's official SDK.

That's why tools like DS4Windows and DSX are very popular.

Timeless jewels are a big pain, yeah. Conceptually it is fairly simple, but there's a lot of possible variations depending on the seed. Basically in PoB's "Find Timeless Jewel" you're just looking for a seed that transforms your surrounding notables into the ones you're looking for and then it gives you a PoE trade URL to find matching jewels.

wow could absolutely not replicate a voxel art style, though. voxel works best in isometric and 2d games, and voxel games are INCREDIBLY intensive due to how voxels are rendered

Intended is a very strong word in the context of PoE builds. GGG did also say you can try to mix and match. There could be nodes in the Merc ascendencies that make crossbow or gun-related stuff lend well to totem playstyle.

Though at a glance, I don't exactly see any Skill or Support gems in poe2db for that sort of playstyle lol

To be honest, I don't think "become a YouTuber" was ever a practical life goal. Whether it was 10 years ago or today, that's always going to be a gamble, there is no stable path to becoming a content creator.

As far as 3D artists, this is probably the best time to be a 3D artist, because there's far more jobs and opportunities to become one.

I think PoE2 will be good for EHG in the long-term. ARPGs like PoE and LE are kind of a niche genre. PoE2 being successful can also mean a growing market of ARPG players that LE can try to appeal to.

I think Diablo 4 is having a similar effect towards PoE and LE growth, too. D4 is popular with casual players and introducing newer players to the genre, who then become more experienced and try other games like PoE and LE.
