If you have many increases to fire damage and you convert half of your damage to lightning, yeah you're gonna lose damage. It can definitely be a good item, if you wanna go for the node on the fireball skill tree that converts half of your fireball damage to lightning. That way you fully convert to lightning. Then just scale lightning damage and do damage
