Anki only counts the time spent on a card's front side into the consideration for learning, leading to a considerable difference between actual time spent in a deck and the time displayed in Anki. Is there an add-on that instead counts the time spent within the study screen (which seems like the simplest implementation, regardless of deck)?

That's not true, and I'm curious where this rumor comes from.
Anki counts the time on the front and the back. There is a maximum limit which you can set in the deck options, which likely accounts for most of the discrepancy.
Another source of the discrepancy between real time and recorded time is that an Undo followed by a quick correction will have a low recorded time (original time is undone and replaced with new fast time).
You can verify how long Anki tracks each card (front and back) by enabling Show Timer in the same section of options.

I don't think it used to be different. I think I am just bad at interpreting sentences. Sorry for the confusion.

Just an addendum, it seems like "Edit Field During Review Cloze" does not seem to affect the timing. I just increased the maximum limit and will see if the statistics match reality more now.

Out of curiosity, are you talking about this addon ? And, do you mean by "does not seem to affect the timing" that even while using the addon to edit, the time on the card continues to count up? So the time editing is counted?
I am not with my computer to verify the add-on number, but it should be this one. And yes, it keeps counting up, so using this add-on to edit your cards as you come across them will include this editing time in your statistics (which I personally prefer)
