Okay, the primary factor in that is the card's number in the New-queue, which you'll see in the "Due" column (since New cards don't have a due date yet). When you sort by that column, what order are the cards in?

Okay. To be clear -- the order those rows appear in the Browse window does not control the order the cards are introduced.

Sure. You told me you solved it before we got there.
Sort by whatever column you need to get them in the order you want -- and then Reposition the cards in your New-queue into that order.
Once your queue is in order, you'll need to make sure your Deck Options are also gathering the cards in the correct order.

You can uncheck "shift position" (you don't need that here) and you should uncheck "random" (it will do the opposite of what you want). You'll be able to tell if the adjustment happened immediately by looking at the same "Due" column. The New #s will change immediately to match that order.

After sorting, did you select the cards? Are any of the cards that you're selecting New, or do they already have due dates?
most of them have due dates
It's fine if some of them have due dates, but you'll be affecting the ones that don't. The only point of this is to change the order of the cards in the New-queue, so if you don't have a significant number of New cards left, there's no point.
Since you can see the other columns and I can't -- are those cards now in the order you want them to be introduced when you sort by that column?
not sure what I did to change 116 to 115 for the queue
I have no idea what you mean by that.
now the bottom most card is New #0
Is that the only one you had selected when you ran the command? You need to select everything that you want to reposition at the same time, in order you want them respositioned. I hope you're actually reading the links I'm posting for you. They really do explain the things you want to do. And if you're not, this is just a waste of both of our time.

Non-new cards are meant to come in random order, so you don't remember "this one is ta, so the next one is chi"
The only thing you can influence is the order of the groups, not the order of the cards within those.
If you encounter ちかてつ (subway), you don't have that hint from the previous card either.

Is it related to Display Order for my problem?
I mean you can influence how learning/review cards are mixed. But within those groups, things are somewhat randomised to reduce the amount of context you get from other cards.
