I tried to make an iron fireaxe and i selected the level 350 version and it made a level 94 one this is both on the workbench and the tool bench the correct amount of resources gets consumed i have the same issue with the wrench and pickaxe though for some reason the shovel came out level 350 though that might just have been a coincidence

Try staying in the workbench while you craft the item. Its a known bug atm

it may have not been posted anywhere just yet. most things still craft correctly while leaving the bench but for anything that comes out at the wrong quality stay in the bench
