It's a misunderstanding
The thing is that there are 5 quests per class from pt. 1 to pt. 5. However, there are only 3 levels per class in the skill tree.
Doing the quests pt. 1 - pt. 2 will unlock the first level in the skill tree. (1/3)
Doing the quests pt. 3 - pt. 4 will unlock the second level in the skill tree. (2/3)
And doing the last quest pt. 5 will unlock the third level in the skill tree. (3/3)
Basically the "part 2" means that it is the second quest in the quest line and it doesn't directly correlate to the class level on the skill page

thats so confusing cuz when i mouse over the perk it says lvl 2, so assumed it was the pt

I mean it's not your fault at all 😄 It could be explained a bit better or maybe even reworked, but it is what it is for now
