No it's not a bug

Highway will still appear if the spawn location has no buildings and this only happens on the official map of theotown.

ohh... so the highway can't be destroyed even if I replace it with another building?

you have to remove it on both sides

Miss chat .So the highway can stop appearing if you replace it with another building (plants and decals will still be replaced).
