I think what he means is a third option besides untouchable and not untouchable. The current options are either the building can be replaced by the game automatically as zoned squares are given different buildings depending on demand, or the building can't be replaced by the game, but that second option also adds an extra step to the player replacing it as you have to back out of the build ui and demolish it manually. The third option being suggested would prevent the game from automatically replacing the building, but wouldn't prevent the player from instantly replacing it by placing a new building there, so instead of the game going you cannot build there and you having to back out of the build ui and hitting the demolish button just to demolish that one building you can just place the new building there and the old building would get demolished as if it's not untouchable. It would be untouchable to the game but not to the player in short.
