The plugin system is officially supported
Not sure what exactly you mean, if I understand correctly, there's already community made tools to ease plugin development.
Mobile devices are generally less powerful than computers and so they don't have access to larger maps via graphical interface. Nonetheless, you can still create large and custom regions via console, see here: https://forum.theotown.com/viewtopic.php?t=3006
