I mean when we were in sandbox mode, the citizens who were angry about lack of electricity/water, noise, pollution, and lack of public facilities did not protest or riot. They were just angry.

I've always wanted to experiment in sandbox mode. And angry citizens who don't demonstrate are a problem.
