Yeah, but judging on what size you put it at when creating map it may be hell, also since it isn't a square image it will be squashed
But if you don't want to have torture, would be easier to fill the land in the image with a painter app before uploading it to theotown

To be honest I'm still trying to get the right colors, and by phone it's weird to control it, but I think I get the use of it, I try to make the mid more hilly and near of sea smooth but it's not working, but soon I will redo it, the best I did was that
