There's no option to do that in already existing regions. You could do that by manually increasing the height of the terrain but that's going to be extremely difficult, or you could create a new region using a height map with more elevated terrain

Why not use already existing height maps? As I said earlier, that is a randomly generated seed map. Re-creating it into a "height map" would be pointless because it's already a seeded map. Try increasing the terrain "roughness" and enable "hills"
