First you gonna need to add terms to start a war.

1. No war can be started when players are offline
2. You cannot attack the residential zones (to make feel more realistic)
3. Other player can enter the war as allies or axis only if those player who are on war accept them.
4. None can use nuclear weapon to start war.
5. None will attack on hospital buildings(necessary) and nuclear plants(optional)

How to start the war :-

1. Click on button attack.
2. This will notify that player 2 that player 1 want to start a war.
3. If player 2 accept it then war start
4. Terms and conditions notification should shown in screen and accept options. If any term break the war will be stop and player will be considered as war criminal and fine would be taken.
5. You cannot take loan if you are on war.
6. Taking other player as Allie and starting war against 1 player shouldn't be happen until enemy atleast have 2-3 player support too so war would be fair.

How to win :-

1. Winning the war could be done by destroying harbours, industries, supply, MILITARY zones
2. Finish all Military zone, building, stuff
3. Cut off its supply
4. Capture the region by making them low on money or taking there region through advance forces.

Make a region and get people

Now let's start

We can divide the server in two regions with many cities, like some player at red and Blue

Terms :-

1. In red/blue, player will vote for the leader who represent that region to other.
2. Leader have to rule under some constitution
3. If leader is not good then they have option to revote after while like days, week
4. Leader can't start war without voting in parliament of player
5. Region have capital and that capital will represent the region and capital will be of leader choosen by members parliament player
6. Player will be recognised as governor/mayor
7. If any player/leader break the constitution. He/she will be removed from its position and emergency voting would be held.
8. If blue region started the war against any of city or whole region of red, red can use diplomatic way to stop the war.

How to run politics :-

1. Player will have to become a good member of region
2. He/she should be recognised by other members like they should have good relations with other players
3. Player can purpose the law in front of members so they can learn.
4. Player can make new law within there own city/town but not in whole region.
5. Election for leader will be of 2 days because timezone of players from worldwide.

Region can be formed more but only if they have atleast 4 or above city or more but 1 cannot run the whole region.
