  By default you should be in /storage/emulated/0/. Uninstalling the game on Android will delete all files, unless you decide to keep the files when prompted by uninstaller. I think it would be easier if you try to find plugins in .zip format (that way you can decompress them, and import the folder as a local plugin and done), im trying to access my local plugin folder to test but because of the way I installed Steam (via flatpak on Linux) I dont know where it is (it isnt on the normal path)

With a computer you would plug it in, and then you'd be able to go to this Android file location. Then you move all the folders you want (regions, cites, plugins, and managed plugins) onto the desktop. Plugin the new phone, go back to that file location from the replied message and drag them from the desktop to the phone
