Check if your BIOS has the correct time set up, also as a last resource you might want to turn on "Set timezone automatically" and "Sync time automatically" on windows time & date settings

If I recall correctly, windows on startup gets the time from the BIOS, then if you have "sync time automatically" it tries to correct itself by connecting to the internet and get the correct time from a ms time servers

If the BIOS constantly gets its time wrong, its either a bug or the clock battery is low and needs replacement (tho for this last case to be true, the clock would need to be several years in the past)

Also if you're dual booting linux that might also be the cause
