I find that happens when I delete a city file in a region folder on mobile
The corresponding city on the region disappears

It's still not a lot, but some plugins may contain a lot of data, which may cause the lag, but I highly doubt that since you don't have much plugins.

Is there a way to transfer the additional features from my old device?
the gems are the only things that get transferred, but the military base, main fire station, building pack 1 & 2, small mountain, etc are not transferred.

@carmine condor it actually depends on what device you are playing on. If you are using an android I recommend an app called smartswitch to move all the files from phone to phone
