I'd also like to point out that there simply won't be room for curbs on small streets, although if you look at Los Angeles, for example, there's a lot of curb space in the city center.

So I usually make Residual first, then With some commercial. I'll put industrial car from residential as you don't want a Polluted Housing est, don't add School, Bus, Taxi or train Stations first thing, leave them for a big milestone like 1.000 People
