Trains can be used un citys with an high demand for public transport. You know the demand by clicking on buildings and looking at "transport %50" or something else. If they have this, You can put bus, metro or train stations near to make influence.

I have always monorails and buses on my citys, even if theres no demand.

Oh, i know. Purchase the invisible road and water decal and put the decal under the bridge on the water, then build the invisible road under the brigde, that way, they cant appear.
