Technicaly theotown and cities skylines are the same game in different gameplay: for example cities skylines has more enviroment in the base game and its paid app on the other hand theotown is free easily modeable and simply easyer for player to understand. That means that theotown is for everyone from almost any age but maybe older ones ( around 15-40 ) would preffer harder and more challenging game with good graphics such as cities skylines.
