Nothing to worry about, im just telling what Im thinking might be happening or might be right. Last time my city was decreasing population rapidly(10,000 people in a minute) but I found a way around it to solve ts distressing kind of problem. So I just put a bunch of convenient facilities so they wouldn't be so much demanding like a dog or get mad because there's no park around the citizens residence.

The solutions for ts problem is, just place enough facilities around the area where you build the citizens residence.

Pause time, place essential buildings first like police hospital landfill schools parks etc etc in a optimized state. Then build roads around them, and then surround with residential zones, then surround the residential with patches of commercial zones or do whatever ur creativity wants and then build industrial a bit far away from civilization or cut it off by building forests

Alao i didnt mention transportation so make sure to build bus stops, bus depot and a taxi station, and build a bus lane aswell, use payments in residential areas and near beaches so that the 2 pxel npcs can use it, also build a few parks and line it with other natural buildings, like surround the football stadium with parks or build the commercial parks (the ones which dont involve nature element) and use them near commercial areas to get a more developed city look. Theres loads of road decor and residential, commercial and industrial decor even without plugins so dont forget to check that out and let creativity do its work. Also dont forget to make train tracks within the city if u want it, if u build after building ur city its not gonna be a prett result and u would be forced to use boring metros. I suggest using monorails and buses for inter city travel and normal freight from industrial to commercial areas (yes that is important)

I also got that problem too, for some reason after the transportation update you can't laid a train route if it's on the rail that was built later than the road.

The solution is place the rail first and then the road, but it also prevent cars from crossing the rails

Press the bar chart icon on the left hand side of the screen to see demands (it appears similar to the top left box in the image below)

If the bar is above the line, it indicates that people want to move in and therefore, you should provide more of that zone.

If the bar is **below **the line, it indicates that you should provide services and other requirements. You can see what services each zone type requires at each wealth level in the image below.

In sandbox mode, you can manipulate demands to an extent. If you go to the demands chart, the + and - symbol allows you to inflate or deflate the demand. Having the line maxxed out does automatically mean people would move in. You would still need to provide the services in the image to increase the population.
Given that needs are met, the height of the line indicates how fast people will move in.

And i expand zones, and indeed they built more tier 2 (in high demand on my case). But then the newly built commercial/industrial building are still half employed
