Zone can be any size, but the problem is that a building in order to be constructed needs to be connected to a road, so if you have a 10x10 zone surrounded by roads, then only the tiles connected to the road will get built on, leaving the tiles (zone) at the center to be empty, or filled with decorative elements

But over time after your city has progresseed, the center zone will be filled since bigger buildings (like 5x5 or 6x6) will be built

Not every building has night animation. If you're talking about plugins then it's up to the plugin creator to add it but please don't force them to add it.

I have a Ferris wheel that has a night animation but only turns on when it feels like it but I just want to keep it on all the time
