I think it has to do with the amount of "lines" (like bus lines) you have. I think you can only asign one "line" to a runway. If I remember correctly, I haven't used airports in a while.

See here (or use the bot command again) for the requirements to get wealthier zones. Make more... You can just build them, right? You can click 1 building in a zone to see it's lowest happiness rating, or use the view 👁️ button to find areas of poor coverage. Bus tickets are easy once you build a bus depot, a few bus stops on your roads, and click the "route" button to make sure your buses are going to at least some of them.
