This is because there used to be a mode called free mode which was similar to sandbox. I believe it was like sandbox but no demands from citizens.

click 1 tile away from the ramp, then look at the right side of the screen, they'll be a little icon there, click it then click the higher part of the ramp (I don't remember exactly what the icon looks like but you'll see it)
