You can move the theotown files to pc as files arent synced between the accounts. So you need to move anything you want yo keep such as maps, regions and plugins. If you want to play on both devices at the same time, you can upload it to online mode where you can access it

TheoTown files are located under such directories:

You can normally go above 9 before you start getting bad effects. If you give them other stuff like culture transportation and education you could raise the taxes

But if your happiness is low already and you raise taxes, that is bad
