Some fleets that have a Starbase do not have a button to raid them

I know for a fact that Trek Lower Decks has a starbase, but there's not a Raid button or a timer.

There are a ton of fleets that show no raid option or timer, but I would imagine DO have a Starbase.

They don't show a timer when they aren't on cooldown and you already did your daily attack
