As the title says, Valentine's Socialite doesn't seem to buff Shen-State and this should be fixed.

There is a short list of buffs that they put on the non-observable list from what I remember
Farideh's Hellish Rebuke is another one I believe
I might be confusing with Warduke's inversion but probably along similar lines

Observing Hellish Rebuke would be funny. I mean, no matter how much you buff it, Artemis will still be the one setting bud
But not applying socialite buff to Shen-State seems more like a bug than a feature. I don't see why it shouldn't apply

Usurp/Observe and Inversion both have their own block list of abilities - but as Rathkey noted somewhere else - they're on that list because those abilities don't usurp/invert - not the other way around. (It's backwards I know.)
I presume Socialite falls under the Usurp/Observe list - but it certainly doesn't have one of it's own.
And yeah - it's Shen State - Hellish Rebuke and Gutbuster Recruits.

It doesn't apply because it used to - and it interacted weirdly.
Champions in the same column as Dragonbait would recieve a socialited Shen State of 0% damage. Because it didn't pass on Valentine's column with the buff - it used the receiving champion's column to base the buff on.
Hence why it was made to not work.

I think it has to do with the variable number of columns back that it targets depending upon champs in the formation

is it specifically "Valentine is not spreading Shen-State to champions outside of its range" or just a flat "Socialite does not touch Shen-State at all?"
because you could do some shenangians with Gith Focus'd Shen-State if it's the former

Spreading of Shen State is irrelevant, it doesn't scale Shen State on champs it applies to.
Which becomes a problem when using Valentine but not either Nrakk or Artemis(who's the other part of the problem) and turns DB into a D-tier buffer compared to everyone else who does get scaled.

Catti-brie is receiving Shen-State at the base rate (since Shen-State with this setup does not naturally reach Catti-Brie), as expected per Socialite's description
putting Catti-brie in range of Shen-State does not amplify Shen-State further, as OP stated
The Shen-State buff by itself is not amplified by range, but the Meat Sauce effect is
In the above test, Meat Sauce has 2 support champs at range 1, 1 at range 2, and 1 at range 3
(Meat Sauce only affects Dragonbait so can't be socialited/observed)
(also please note that none of Dragonbait's abilities are column-based, but are instead range-based - count the shortest path through the formation)
test 2 result is consistent with OP, at least - Shen-State is still getting spread around as expected but it is not getting amplified by Socialite

Shen-State could interact easy with Socialite.
If a DPS receives Shen-State (no matter at which %, no matter the distance) and Valentine also receives Shen-State (no matter at which %, no matter the distance), the DPS should get the Socialite bonus (that means, the Shen-State that they are receiving + the bonus of Socialite, they DON'T get the Shen-State % of Valentine)...
So, for example (all this numbers are invented):
- A DPS is adjacent to Dragonbait and receives 200% from Shen-State
- Valentine is 2 spaces away from Dragonbait and receives 400% from Shen-State
- Valentine Socialite ability buffs 50%.
- The DPS receives the normal Shen-State of 200% and the 50% bonus of Socialite, for a total of (1+200%)*(1+50%)-1=350%.
- Alternatively, the DPS could receive the highest bonus from both Shen-State (in this case the one from Valentine) + the bonus from Socialite, for a total of (1+400%)*(1+50%)-1=650%

I think some of us are confused as how Shen-State is mathed.
- Shen-State as an adjacent only buff.
- Scent: Pie crust increases the distance of the buff based on healers in formation.
- Scent: Meat sauce increases the quantity of the buff based on number of support champions AND their distance from him [regardless of if they are buffed by it or not.]
- That one spec I never take and thus cannot remember the name of changes the quantity that Scent: Meat Sauce is buffed based on the distance from Dragonbait each support champion is.
Everyone who gets Shen-State gets the same bonus.
There is no apparent reason to not let it be effected by Socialite.
Honestly the only reason I can think of is the it doesn't interact with Pie Crust properly and it was easier for them to "NOPE" the whole thing instead of figuring out a way to 'do it right'.

though with that said, for whatever reason Valentine is spreading Githzerai Focus without actually being eligible for it (Socialite specifies "buffs that Valentine receives" which presupposes eligibility, and she's only got 13 WIS)
so there's just weirdness with Valentine in general

has a Dex feat and even without it she spreads Hunter's Pack...

pretty sure receive = in place for the positional then sometimes additional constraints mean its +0% buff on val while still being targeted/receiving.

except that we know they know how to do it right - Arkhan does not usurp abilities he cannot receive normally
so why is Valentine different?

Im not sure if we have means to know since arkhan doesnt have an ability counter. Val for instance is targeted by and spreads but does not get buffs for zorb or nrakk(not in incoming buff page or tregrum #). So it maybe Arkhan usurps them but they arent show since the buff does nothing.(ie theres a display function that only displays non zero/eligible buffs seperate from targeting. or if arkhan usurp was shared with dark order members maybe krull would get gith focus via usurp)
I think its unclear from val's description if receive just means 'targeted by' or 'gains an effect from' past targeting. (ie one can receive an encrypted signal but that doesnt mean it conveys a message to you.)

Those abilities don't work correctly in one way or another while being socialited due to how they were implemented iirc, so they disabled them until they could fix them, but they are likely low priority or difficult to fix is my guess

This is a bug more than a suggestion so I submitted it to the bug reports website.
The title is "Dragonbait's Shen-state not buffed appropriately by Valentine's Socialite" if anyone wants to go upvote it.
