In PvE no as it provides only a small margin more for than not hotswapping. Total damage dealt from weapons remains the same.
PvP has been a sh*thole for the longest time already, just let it carry on burning.
Cos as always people will find something else to b*tch bout once GL's and hotswapping get nerfed. Getting PvP to a "balanced" state would just harm PvE so much.

Hotswapping doesn't need removal in pve at all. With the upcoming changes to Well and Bubble, it'll be harder to maintain the ability to remain in the usual "stand still and hotswap" since the well can now actually be destroyed. PvP however, I think it's a good trait. If you have the ability to animation cancel and improve your game, why not kepe it.
