I'm getting back into the swing of things (recently hit 550) and I'm looking to unlock all the prismatic stuff for alt characters. I saw that you could easily get stasis fragments from the vendor in Europa and the base game abilities from Ikora, but is that it?

yeah fragments are tied to chests and activities around the PH
