I ran last wish raid today, 3 chattering bones dropped, 1 was red border but none of them were tiered. Not even tier 1. Why is that?

Same gun. For most weapons you need 5 patterns of that weapon for crafting
You can also use deepsight harmonizers which you can get from Xur or seasonal kiosk to apply red border to a weapon which doesn't drop with one if you really want to craft a specific weapon fast
