Me and my friend game share and we one of us bought the dlc and it shows on both Xbox it's all downloaded but on the Xbox that game shares when you go in game it shows you don't have it and can't access it

It shows up on the expansions on the game that everything is owned apart from the new one but when you look at what is downloaded it's all there

it might show up as downloaded (because it is) but your friend's account lacks the license to the dlcs (imagine it as a virtual certificate that says "this guy can use x y z")
