I'm unsure then. If the triumph is locked so you can't see what chests you've picked up, then that tells me you might've missed a step somewhere.

I did the new story for act 3, did the mission, then got the specimen quest and completed it. I did an expert run where I just got the first chest and second chest and I also didn't get the quest done,

but it did show the triumph that I grabbed the two chests. then I did a normal run after where I got all 3 chests and finished the mission, and it completed for me.
