all you need to do is overthrow in the 3 zones, and if they didn't spawn do it again because it's buggy

you have to have done one overthrow in each zone before they start spawning

if they dont spawn try restarting the game first and if its still bugged when you load up do a strike or cruicible match then head back to the pale heart, thats what my friend and i did to fix it not spawning
