How does weapon crafting work?

Last time I actually grinded was probably forsaken. Trying to craft The Call weapon, not sure how

you have to do pale heart activities for the call to drop you will get engrams and weapon drops if your focus the engrams for the call at the ghost vendor in the pale heart all focuses have a chance to be red border

extrac thte red border frm them and after 5 red borders collected you can craft it

Is the drop with a red border random? I dropped a The Call ealier and it didn't have a red border.
