Mask of Bakris, how to get it? Expert/Master lost sector? Focus decryption at Rahool?

Whoever thought of this 50 character limit for a help forum, is weird

I can't focus decrypt Mask of Bakris because it says it has to already be in my collection, how else do I obtain it if these lost sectors just drop exotic engrams?

According to some online source I don't remember, if you prestige Rahool you can focus exotic engrams into armor you haven't obtained previously
