@leaden junco Shiny's are just the onslaught weapons but A. Fully masterworked when acquired and B. Have a special "shiny" ornament applied by default

They just drop randomly from Onslaught. The quests from Arcite give you shiny weapons but the quest weapons always have the same rolls.
