pretty sure they can but you need to have 1 of each drop before you can get repeats

Basically it works on a lockout system until you have them all. So if i get forb, i cant get forb again until ive gotten all the other weapons (only exception is buying from the glaive at the end of master rhulk).
Atleast, thats how it works for ron and how i assume it works for vow, but i could be mistaken
