reconstruction vs envious assassin vs clown catridge which is better?

clown I would only use on hunter reload dodge, or with field prep together.
recon is nice for damage rotations with other weapons together.
envious is nice for ammo dumping and short dps windows

all 3 are great rocket perks in general

me personally, I only ever see myself using recon and fieldprep

for recon, from what i read 10% every 4 seconds, so for a RL

does that mean every 4 seconds i get a whole round back

since its rounded up
