kinda? if you do a final boss cp, you will have 1 chance at getting new stuff and then its back to only what you already have
you could do the other 2 encounters for 2 more chances at the stuff that drops from those encounters

no, just until weekly reset, when the chance at drops gets reset, so you can have a chance again
