crown splitter is not really available anymore (it is, but it's sunset). Wait for the presage exotic mission to be in rotation and I think it can drop a throne cleaver
if it doesn't drop throne cleaver, you will have to buy 5 copies off of xur or banshee when they sell it

Defiant Engram at the War Table has an engram that has a 50/50 between the Menagerie class-exclusive sword variant and Imperial Decree,
if you'd like to get a Throne Cleaver instead. Crown Splitter you have to mostly rely on Xur/Banshee to obtain.
