Why is Forbearance good?

Why is forbearance so sought out after? I have a god rolled harsh language but I've seen ppl talking about forbearance 24/7

It does what harsh language does but better

Ambitious Assassin is pretty much strictly better than Harsh’s first column perks, and Destabalizing Rounds has a cooldown on it unlike Forb where chain reaction always procs

It’s like comparing Blowout to Hothead

Yes, they have very similar perk combinations, but one just has generally more useful and applicable perks
