Make sure yr ghost mod is set to what doing like van, cruc, and for what stat you want the highest in drop. If you have high weapons on one char, swap them to other.

I get the focusing part, but what/how do you raise the piece of armor to match your level after focusing?

Inspect the details of the armor. There should be a bottom set of tabs, with one of them being called "Infuse". You consume an item of higher power and an upgrade module to raise the power
to that of the consumed item

like focus the piece of armor you need i.e chest is 1700 whilst everything else is 1810 so you will need to focus a chest piece with a deep/defiant engram
that will give you a piece of armor higher than what you currently have in that slot and then keep focusing until you achieve the hard cap for engrams of 1800
