the past two years those sets haven't been sold, but if they are sold they will have the glows. I know Bungie had mentioned
they were having some sort of issue making them available in the 2021 solstice, and they still weren't sold in the 2022 solstice.

you get the elemental colors version of the transmog from eververse, you can get the white glow that doesn't change with your subclass from transmog.
