You won’t be able to get the cloak specifically, since master mode has a stat focus and the class items can’t have random stats.
The other armor pieces might work that way, but the cloak won’t.

correct, class items in master raids will not be obtainable
I know for sure they hotfixed it to remove them from vow, so I assume they did the same for the other master raids
